Further to my email below, the owner of the property has now submitted an application to remove the tree under the Tree Preservation Act. I have recommended approval on the condition that a tree is replanted at the property (not necessarily in exactly the same location).

I would like to make the following comments in relation to the above proposal.
Depending on how the summerhouse is constructed there may be an impact on the tree shown in the attached photos. Although I haven't measured it, I suspect the footprint of the proposed replacement will be well within the root protection area (BS5837:2012) of this large sycamore tree. If the applicant intends to retain the tree some thought should be given to how the summerhouse can be built without physically disturbing the roots or (more likely) causing compaction within the rooting environment.
The reason 'if' is emphasised above is because the tree is not in a very good condition. Although I only viewed the tree from the side gate of the property, brackets of saddle fungus (Polyporus squamosus) were clearly visible at several points on the main stem of the tree. These smaller zones of decay could merge in to larger zones of dysfunctional wood. For this reason, I would not object to the tree being removed if a suitable replacement could be planted.
