The officer assessed five key issues: suitability of residential use in the mixed-use zone, impact on local amenity, internal amenity standards, effect on building character in the proposed Conservati…
General Policy 2
Requires development in line with zoning to respect site/surroundings in siting/scale/design, avoid adverse amenity/character/traffic impacts, provide parking/access, and not prejudice adjoining land. Officer found proposal compliant as mixed-use zoning allows residential, alterations respect character, amenity protected, parking exceeds standards, and no highway prejudice after Highway Services resolution.
Environment Policy 35
Permits development in Conservation Areas only if preserving/enhancing character and protecting special features. Assessed as compliant: traditional sliding sash windows match originals per Circular 1/98, modest extension blends with green cladding, reuses apertures, not visible from public thoroughfare, overall brings building 'back to life' without detriment.
Transport Policy 4
Requires highways to safely accommodate development traffic per environmental objectives. Highway Services had initial visibility concerns but removed objection after applicant discussions; garage access deemed safe.
Transport Policy 7
Requires parking per Appendix 7 standards (1 space for 1-bed apartment). Proposal provides 2 spaces in garage, exceeding requirement and likely reducing prior workshop vehicle numbers.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure)(No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Obscure glazing
Obscure glazing (Pilkington level 5 or equivalent) shall be installed in the south-eastern elevation first floor lounge window and shall be retained as such thereafter. Reason: To preserve the amenities of the occupants of the adjacent dwelling Nr 2 Victoria Road.
Garage completion and parking
The development hereby approved shall not be occupied until the garage works have been completed to provide the required parking for the occupant/s of the apartment in accordance with the approved plans. Such areas shall not be used for any purpose other than the parking of vehicles associated with the development and shall remain free of obstruction for such use at all times. Reason: To ensure that sufficient provision is made for off-street parking in the interests of highway safety.
