Memo produced 30.09.2016 Representation from the Department of Infrastructure (DOI) Highways Division- PA Ref 16/01034/C Applicant Mr William Holden Site Address 7 Church Street Peel Isle Of Man IM5 1HN Highway Services Comment made Oppose Highways Representation history for this case. O on 30/09/16 Conditions (if any) The proposal is to use the front room of a residential property as a treatment room for a physiotherapist. The strategic plan requires 3 parking spaces per treatment room plus staff parking. The proposal has no additional off-road car parking and in fact has no off- road parking for the dwelling. On-road parking is prohibited monday to friday 8.30am till 5.30pm. In the evenings and at weekends parking space is unrestricted but is very well used and there are often vehicles parked on the double yellow lines at either end of the road. The proposal will increase the pressure on on-road parking as patients are more likely to seek parking on nearby roads rather than in a car park some distance away, particularly as the car parks are not readily visible from the proposal. The practice is currently based at Peel Football Club where there is adequate car parking provided. There is no justification for relocating part of the practice to a residential area with no parking provision and limited on- road parking availability. Highway Services oppose this application on the grounds that it does not provide adequate parking as required by GP2(h) and may have an unacceptable effect on road safety or traffic flows on the local highway in contravention of GP2(i)
