General Policy 2
Requires development in line with Area Plan zoning to respect site/surroundings in siting/layout/scale/design/landscaping, avoid adverse character/amenity/highway impacts, provide safe access/parking. Officer tested extension's massing/appearance against streetscene, neighbour amenity separation/overlooking, parking adequacy, and access safety, finding full compliance with no significant adverse effects.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Landscaping implementation
All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the dwellings, whichever is the sooner. Any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species. REASON: the landscaping of the site is an integral part of the scheme and must be implemented as approved.
Access and visibility splays
Prior to any construction the access shown on drawing no 1537 05 rev A date stamped 04/02/16 shall be constructed and the visibility splays shall remain unobstructed at a height of 0.9m thereafter. Reason: In the interest of highway safety.
Car parking provision
Prior to the occupation of the extension the car parking and manoeuvring areas shall be provided and remain free from obstruction thereafter. Reason: To ensure that adequate car parking is provided in the interest of highway safety.
Shrubs planting
Notwithstanding the planting shown to be introduced at the front of the site, there must be shrubs planted at the southern end of the site in accordance with a plan to be submitted prior to the commencement of works. REASON: the trees shown on the approved plans are unlikely to survive given the limited soil area available to them.
No objection subject to conditions on access construction, visibility splays, and car parking provision prior to occupation. Noted parking space 7 below standard and should be deleted.
Do not oppose the application.
Highways Division do not oppose subject to two conditions related to access, visibility splays and car parking. Port St Mary Commissioners have no objections.
