General Policy 2
Presumes in favour of development appropriate in form, scale and design relative to site and surroundings, without highway safety issues. Officer assessed rear works as neutral in impact, not publicly visible, with no harm to amenities or privacy, complying with parts (b), (c) and (g). Compelling need tipped balance despite loss of unusual roof form.
Environment Policy 35
Assessed impact on Conservation Area (though site not within one). Proposal judged 'neutral' as works not publicly visible, flat roofs exist elsewhere in rear, and no harmful impact on terrace appearance.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Exclusion of bathroom extension
For the avoidance of doubt no planning approval is hereby given for the single storey bathroom extension annotated as "NOTE: New extension to Government's Design" on the submitted drawings Nr C-04-02 REV A.
