Environment Policy 1
Protects countryside from development unless overriding national need outweighs protection and no alternative exists. Officer found agricultural need sufficient to outweigh presumption against development, with acceptable impact due to siting and scale.
Environment Policy 2
Prioritises protection of high landscape value areas unless development does not harm character or location is essential. Siting behind existing dwelling and modest form ensured no unacceptable harm to landscape character.
General Policy 3
Permits agricultural buildings essential for agriculture outside zoned areas. Proposal met essential need test despite separation from prior farm buildings.
Environment Policy 15
Requires agricultural buildings to be sited near existing groups, appropriate in scale/form, with care near residences. Siting next to Hillcrest was closest practicable; scale sympathetic; no unacceptable residential impact identified.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Removal if no longer required
The agricultural building hereby approved shall be removed and the ground restored to its former condition in the event that it is no longer used or required for agricultural purposes. Reason: The building has been exceptionally approved solely to meet agricultural need and its subsequent retention would result in an unwarranted intrusion in the countryside.
Agricultural use only
The building must be used only for agricultural purposes. REASON: the countryside is protected from development and an exception is being made on the basis of agricultural need. As such the building must be used for the purposes for which it is approved.
Dark coloured sheeting
The sheeting to be used on the building must be coloured dark brown, dark grey or dark green or as otherwise approved by the Department and retained as such. Reason: to minimise the visual impact of the development in the countryside which is generally protected from development.
