Officer’s Report
1.0 THE SITE 1.1 The site is the curtilage of 80, Derby Road - towards the higher end closest to Woodbourne Road. The property is a three storey dwelling which fronts onto Derby Road and backs onto Hilary Park. There is pedestrian access from the front and rear but no vehicular access onto the site and thus, no on site car parking. The building is distinctive in that it has red facing brick on the front and side elevations and render on the rear, an angle sided bay window on the front elevation to the right of the front door and vertically proportioned windows each subdivided into four sections.
1.2 The property is an end of terraced dwelling, abutting number 78, Derby Road. Number 82, Derby Road is a detached dwelling which sits on the corner of Derby Road and Hilary Park.
2.0 THE PROPOSAL 2.1 The application seeks approval for the installation of render and dash to gable end of building.
3.0 PLANNING POLICY AND STATUS 3.1 The site lies within an area designated as Residential. The proposal therefore complies with this designation. The site also lies within the Woodbourne Road Conservation Area.
3.2 As such, the following Strategic Plan policy is considered applicable:
3.3 Environment Policy 35 states: "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character of appearance of the area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
4.0 PLANNING HISTORY 4.1 There have been two previous applications associated with this property; however, neither is considered relevant in the determination of this current proposal.
5.0 REPRESENTATIONS 5.1 Department of Infrastructure Highway Services have no objection (received on 14.04.2016).
6.0 ASSESSMENT 6.1 The only aspect which needs to be considered is whether the proposed rendering of the gable wall of the three storey property would preserve or enhance the character of appearance of the Conservation area/street scene. The gable would has a limited appear given the orientation

with the road and the position of the neighbouring property (Nr 82) would screens the majority of views of the gable from Derby Road and Hilary Park. The rendering of the wall will change the appearance of the gable; however, given the rear of the property is render in finish, the property is not of an architectural importance in the Conservation Area, and as there is a mixture of render, brick, pebble dash finishes in the area; it is concluded the works would preserve the character of appearance of the Conservation area.
7.0 RECOMMENDATION 7.1 For these reasons the proposal is considered to comply with the relevant polices of the Strategic Plan and therefore recommended for an approval.
8.0 PARTY STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 as modified by the Transfer of Planning and Building Control Functions Order 2015, the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material; (d) The Highways Division of the Department; and (e) The local authority in whose district the land the subject of the application is situated.
With effect from 1 June 2015, the Transfer of Planning & Building Control Functions Order 2015 amends the Town and Country Planning Act 1999 to give effect to the meaning of the word 'Department' to be the Department of Environment, Food and Agriculture unless otherwise directed by that Order.
