General Policy 2
Douglas Borough Council argued non-compliance, citing failure to respect site/surroundings and adverse impacts on townscape character and resident amenity. Officer assessed as acceptable temporarily with screening conditions, despite contrary land use designation, due to site's prior non-residential appearance and short-term nature.
Transport Policy 4
Requires highways to accommodate generated traffic/pedestrian journeys safely and in line with environmental objectives. Assessed as compliant with no highway objections raised by Highway Services.
Time limit for two years
The use hereby approved shall be for a limited period of two years; from the date of this approval and on (or before) the expiry of this approval the use shall be discontinued. Reason: The development has only been found to be acceptable on a short term basis because it meets a specific need.
Fence and planting scheme approval
Prior to the use of the site as a car park, a scheme must be approved by the Planning and Building Control Directorate showing details of the height, type and colour of the roadside fence and the introduction of planting to improve the appearance of the site when viewed from South Quay and these works shall be carried out as approved. Such a scheme may include planting, troughs or pots and must be implemented before the use of the site for car parking purposes and must be retained and maintained thereafter for as long as the site is used for car parking purposes in accordance with the relevant approval(s). The fence is not required to be removed once the use ceases but is required to be maintained. Reason: to improve the appearance of the site.

Key concern: fail to comply with General Policy 2 of the Isle of Man Strategic Plan
Douglas Borough Council
ObjectionDouglas Borough Council wishes to raise an objection to the proposals.; The proposals fail to comply with General Policy 2 of the Isle of Man Strategic Plan.; If the fencing on the boundary with the public highway were to consist of a close boarded or a 'hit and miss' type fence approximately 1.8 metres high, this would obscure the public view of the site.; If the application were to be amended in accordance with the above the Council may well look upon the application more favourably.
