The original application for a horse field shelter, fencing and gate on part of Field 312909, Main Road, St John's (zoned residential under St John's Local Plan but currently agricultural) was permitted by delegated officer decision on 23 January 2012, recommended acceptable under Environment Policy 21 despite objections on residential zoning grounds. Ravenhill Resources Ltd and others appealed, arguing the proposal was vexatious, obstructed residential development (PA 11/00690/B), and contravened zoning. The applicant and authority countered that the modest structure complied with Policy 21, did not harm countryside character, and did not prevent future housing. The inspector found no planning objections, noting ownership disputes are not material considerations, and recommended dismissal. The Minister concurred on 30 April 2012, upholding the approval.
