Policy R/TC/P1 Retail Uses
Presumes in favour of retail at ground floor in main shopping streets but excludes Auckland Terrace; limits office uses to 30% frontage in blocks. Officer noted preference for offices here due to townhouse character but accepted hair/beauty salons as suitable destination uses.
General presumption of ground floor office use in Auckland Terrace
Presumes in favour of ground floor office use in Auckland Terrace. Officer acknowledged this but found proposal acceptable in principle as complementary services in town centre.
Strategic Policy 4
Requires protection/enhancement of Registered Buildings and no unacceptable pollution/disturbance. No alterations proposed, so no harm to building's fabric or setting.
General Policy 2
Permits development in line with zoning if no adverse amenity/character impact, satisfactory access/parking, and no road safety issues. Satisfied due to no amenity concerns, rear access/parking, and Highways no objection.
Environment Policy 33
Permits change of use of Registered Building if appropriate and alterations not detrimental to character. No alterations; use keeps building active without harm.
Transport Policy 7
Requires parking per standards. Rear yard space plus public parking options satisfied Highways.
RB/4 Use
Requires optimum viable use compatible with fabric/interior/setting, minimising impact on interest. Proposed uses compatible with no changes needed.

The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Use restriction - hair salon only
Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 2012 (or any Order revoking and/or re-enacting that Order with or without modification), the ground floor shall not be used other than as a hair salon and for no other purpose in Class 1 of Schedule 4 of the Order at any time. Reason: The Department has assessed the impact of the proposal on the basis of the specific use and any alternative uses within the same Use Class will require further consideration.
Operating hours

raise no objection to the proposal
do not oppose following receipt of parking information; satisfied with 50% staff parking provision, public parking options nearby, and applicant's commuting arrangements
Highways Division and Ramsey Town Commissioners both raised no objections to the change of use, with Highways requesting demonstration of staff parking arrangements within the disc zone.
Key concern: staff parking arrangements
Department of Infrastructure (DOI) - Highways Division
No ObjectionDo not oppose; Comments still stand, as highlighting there is not an issue of parking within the disc zone for their customers. However, with regard to staff parking (depending on numbers) unfortunately they would be unable to park within the disc zone as this would result in them changing their disc clocks (which is not permitted). Therefore, they need to show where the staff intend to park.; DNO on 26.02.16
Conditions requested: Disc parking is available for clients with a maximum stay of one hour no return within 2 hours. Staff would need to demonstrate their parking arrangements.

Conditional No ObjectionDo not oppose with condition/comment; DNOC on 25.1.16
Conditions requested: Disc parking is available for clients with a maximum stay of one hour no return within 2 hours. Staff would need to demonstrate their parking arrangements.
