The existing conservatory is a clearly modern structure with white framework and lighter bricks, not an original feature, projecting 3.1m and visible only through gaps between properties.
Strategic Policy 4
Requires proposals to protect or enhance the fabric and setting of Registered Buildings and Conservation Areas. The officer assessed the rear conservatory replacement, noting its low visibility but importance to the building's integrity, and found it acceptable due to improved materials and design integration.
Environment Policy 32
Prohibits extensions or alterations to Registered Buildings that detrimentally affect their special architectural or historic interest. The proposal was tested against this by evaluating impact on the Arts and Crafts dwelling's character; the matching brickwork and timber frame were seen as non-detrimental.
Environment Policy 34
Prefers traditional materials in alterations to pre-1920 buildings. Applied via condition requiring brick samples to match the main dwelling, addressing the proposal's base wall material.
Environment Policy 35
Permits only development preserving or enhancing Conservation Area character. The rear location and design echoing neighbours' extensions were key, distinguishing it from the refused prior application.
Time limit
The works hereby granted registered building consent shall be begun before the expiration of four years from the date of this consent. Reason: To comply with paragraph 2(2)(a) of schedule 3 of the Town and Country Planning Act 1999 and to avoid the accumulation of unimplemented registered building consents.
Materials approval - facing brick
The facing brick to be used on the base wall of the conservatory must match as closely as possible that on the majority of the main dwelling. Prior to the commencement of works on the building of the new conservatory the applicant must have approved a sample of the proposed brick to be used and the works must be carried out in accordance with these details. Reason: in the interests of the integrity of the Registered Building.
