GP2 permits development in accordance with land-use zoning and Area Plan proposals provided it respects site/surroundings in siting/layout/scale/form/design/landscaping, does not harm landscape character, residential amenity, road safety, or visual amenities, and meets other criteria like services and safety. The officer tested the pavilion's small scale and sunken location against visual/landscape impact and amenity, finding negligible effect due to topography obscuring views, and confirmed compliance overall. Floodlighting was excluded via condition to safeguard dark rural skies from the hillside site.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.

No floodlighting
For the avoidance of doubt no permission is hereby given for the installation of any permanent or temporary flood lighting as indicated on drawing 914 X 923.
Landscaping
All planting shall be carried out in accordance with the approved details in the next available planting and seeding seasons. Any tree or shrub which within a period of 5 years from the completion of the landscaping works, is removed, or becomes seriously damaged or diseased shall be replaced in the next planting season with another similar size and species, unless the planning authority gives written consent to any variation.
