Thank you for your submitted samples in relation to the above application, the details of which were considered at a meeting held on the 3rd March 2015.
I can advise that under the authority delegated by the Department, the Head of Development Management determined that the installation of the replacement cast aluminium guttering and replacement lion-head motifs as per the submitted samples, would satisfy the requirements of Condition 3 of the above approval.

C3. Prior to the installation of the replacement cast aluminium guttering, a sample of the guttering and the proposed replacement lion-head motif must be submitted and approved by the Planning Authority and the guttering must be installed in accordance with these details.
Condition 3 of each of the above approvals is still outstanding.
There have been communications between Trevor Wilson and Quay Properties Ltd, and the applicant’s agent, Cornerstone Architects. The samples were brought in to Trevor Wilson who photographed them prior to the decision being made on either application. Unfortunately, neither the photos nor any report indicating if Conservation were satisfied with the samples was placed on either file and the decision notice was issued for each application still requiring that samples be submitted.
Could you please have a look at the photos and see if you think they satisfy the condition.

Hi Steve,
I eventually got in touch with Phil Turner at Cornerstone Architects and I requested that he provided an illustration of the replacement window for the two applications.
He began to argue that the photographs provided where sufficient as the replacement window will be an exact match to the existing and that it was madness to ask for such an illustration. I pointed out that with any replacement window planning application illustrations of the replacement window/s are required, even if the replacement windows match those of the existing. In this case it is even more important to have this detail due to the registered building status.
He will provide an illustration for my attention but still thought that it was totally unnecessary, a waste of the applicants money and of his time. He requested that I inform you concerning his reluctance on this matter.

Further to our Application for alterations to the above Please find attached amendment sheet / Update to accompany our application
1.0 Gutters. New gutters to the front and side elevation to be fabricated from polyester powder coated aluminium. Profile to be an OG style but using the exact same profile to the original. A section of the gutter has been sent to the manufacturer to allow manufacturer to replicate exact profile. Gutters to incorporate lion heads constructed using moulds taken from original castings. New lion heads to be welded on to aluminium gutters and any gaps between lion heads and gutter to be fully filled prior to painting.
2.0 Windows to be refurbished. The two windows located on the front elevation to be removed, fully rubbed down and repainted to allow for free movement of the sashes. The only replacement items will be sash cords and internal handles, these will be sourced to match adjacent windows.
3.0 Replacement window to rear elevation. Details of this window have been provided by Dave Roberts. The new window will be identical to the rest of the windows to that elevation. Glazing bars will be replicated to match existing.
4.0 Chimney Stacks. Defective sand and cement render to existing chimney stacks located to the gable wall to be hacked off to a horizontal line at the base of the stack and bell mould formed. Chimney stacks to be re-rendered using lime / sand render – more in keeping with the age of the building. New haunching / capping to be formed at the top of the chimney using concrete incorporating a dye to reduce the visual impact of the repairs. Chimneys constructed in stone to have all joints raked out and repointed using lime mortar.

5.0 Roof Repairs. Any defective roof tiles to be replaced with tiles of similar second hand materials. Lead flashings and soaker to be checked for deterioration and if necessary replaced with lead flashings of similar code.
6.0 External Timberwork. All existing exposed timber work including windows, doors and fascias to be prepared and repainted.
7.0 Rainwater goods to rear elevation. Black Marley upvc rain water pipes 69mm dia. And square section upvc hopper to be fitted as indicated in photos original submitted.
8.0 Repairs to defective sand and cement render to external walls. Existing rendered external walls checked for delamination and where necessary remove boxy area and patch using sand / lime / cement render to match existing. Ashlar detailing in render to be replicated.

The reason I ask is that I am currently completing the approval recommendation report for the planning section in order to speed things up but I need an updated specification statement showing the amendments we discussed. Dave Roberts statement is fine as it stands.
Could you also confirm the replication of the faux Ashlar effect detailing (render) and in what material you intend to employ (for the record).
I'd Guttercrest please specify the exact profile of the intended guttering along with the proposed replacement rainwater hoppers.

We can also confirm that our client is agreeable to replacing the existing cement haunching to the chimney stacks with a cement / concrete capping, and that the concrete will incorporate dye to tone down the appearance of the capping.
We also confirm that the replacement stone ridge tiles will match the existing.

Further to the recent submission of additional information previously requested, Building Conservation is able to confirm the following;
Guttering: Aluminium replacement rainwater goods to replicate the existing cast iron currently in use would be permissible, however, sample sections would be required for approval. Additionally, as requested previously, and agreed in your last communication, a sample casting of the original lion head motif is required prior to approval being granted.
Windows: From the additional information provided, the remedial works to the windows located to the front elevation would appear to be acceptable and in-keeping with the policy of retaining original features. Likewise the proposed replacement window to the rear elevation fulfils the requested criteria, as proposed by David Roberts Joinery.
Remedial works to the chimney stack: Whilst Grenaby Lime Works proposal has a sound basis Building Conservation’s preference is to avoid the use of glass fibre matting in historic repairs. Building Conservation would therefore request that the existing cement capping and surrounding render is taken back to the stonework, a cement/concrete capping section is newly formed and the remainder of the stack rendered in lime.
Replacement ridge tile: Provided the replacement ridge tiles you have sourced match those currently in use they should be acceptable.
If you agree with the points listed above, it would be appreciated if you could submit an amendment/update to go with your planning application listing these agreed points allowing me to then pass the application on for consideration.

Again thank you for sending me the copy of your letter dated 8th October 2013. And again I apologise for not responding to you sooner. We have various meetings and correspondence with suppliers and specialist since we last met on site, and hopefully we now have the answers to the additional information you have requested.
Please find attached letter from Guttercrest. They have confirmed that they can supply aluminium guttering of similar profile to the cast iron gutters on site. They will also clean up one of the original lion heads and use this as a mould for producing cast aluminium copies to be fitted to the new guttering. Any fixings will be filled and ground off prior to fixing on site. The soft woof fascia will be checked on site when the scaffolding has been erected. The existing fascia will be retained and if necessary repaired with similar corbelled style timber to match existing. We would invite you to attend site to closely check these items prior to removal / repair.
We are also confirm that we will be replacing the existing upvc rainwater pipe located to the left hand side of the main entrance with traditional style cast aluminium construction.
Please find attached drawing from Dave Roberts for the replacement window proposed for the rear elevation. The window will be identical to the rest of the windows and the glazing bars will be replicated in every manner. We have established that the glazing in the existing window is float glass and not cast glass as anticipated. We can confirm that the two existing window frames to the front elevation will be refurbished by taking the sashes out, rubbed down and repainted. The sliding rails will be rubbed down and repainted to ensure free movement of the sash. We probably have to replace the existing sash cords, but the existing cast iron weights will remain. We have no attention altering the existing glazing bars, but will need to provide replacement window catches, these will be sourced to match existing.
We have this morning met Mark Dawson from Grenaby Limeworks. His does not recommend lime mortar / haunching to the chimney capping. His recommendation is to use a glass strand reinforced sand and cement mortar haunching. He thought that lime mortar would deteriorate and crack over time and thought that a reinforced cand / cement mortar would be better in this situation. He did suggest that the existing cement rendered chimney stack would should be removed down to the base of the stack, new bell bead fitted and stack re rendered in a lime mortar. He has also recommended any repointing works to be carried out using lime mortar. We will be carrying out these repairs in accordance with Mark Dawsons recommendation. The extent of the work has not yet been fully identified, but again we will invite you to visit site and inspect the works when the scaffolding is erected and prior to commencement of work. We will not be carrying out any temporary works to the chimney, we think it best for permanent works to be carried out as soon as possible.
We have made enquiries and may have sourced a number of replacement stone ridge tiles. We can confirm that any ridge tiles replaced will be stone ridge tiles to match existing. We can also confirm that any replacement roof/[email protected]
tiles will be in second hand blue slate to match existing. Again we cannot quantify how many tiles will need to be replaced, but will consult you as and when the scaffold has been erected.
Any repairs to the existing rendered external walls will be carried using sand and cement render to match existing. Mark Dawson thought that lime mortar patching would stand out and would never ‘blend’ in with the existing finish.
