Introduction
This application seeks permission for the erection of a sun room extension to a traditional property in an area of open countryside. The proposal is considered to be acceptable and in accordance with the relevant policies of the Isle of Man Strategic Plan.
The Site
The application site is the curtilage of Rhen Wee Cottage, Regaby West Road, Regaby, Andreas. The property is a two storey traditional detached cottage situated to the southern side of the highway.
The Proposal
The application seeks approval for the erection of a sun room extension off the south elevation. The extension would measure approximately 4.2m x 4.2m and would be at a height of approximately 4.5m. The proposed sun room would have a dwarf wall with glazing above finished with a pitched tiled roof. The windows and doors would be white uPVC.
Planning History
The application site has been the subject of a number of previous applications. An application for alterations and erection of an extension was permitted in 2008.
Development Plan Policies
The application site is in an area zoned as "whiteland" identified on the 1982 Development Plan. It is appropriate to consider Housing Policy 15 of the Isle of Man Strategic Plan (20th June 2007).
Housing Policy 15
The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally).

Assessment
The proposed development is almost identical to the previous application submitted in 2008. The 2008 application was for the alterations and erection of an extension. The alterations included installation of additional windows. The extension as part of the previous application was for a sun room extension, the difference being that the proposed windows would have been constructed of timber.
The proposed extension would be constructed of white uPVC. The extension would be of the same design and scale as the previous proposal.
The proposed extension would respect the existing dwelling in terms of scale and design. Whilst the use of timber would be preferable it is considered that the construction of the extension in uPVC would not be detrimental to the character and appearance of the property.
For the above reasons the application is considered to be acceptable and is recommended for approval.
Party Status
The local authority, Andreas Commissioners is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
