Ballure Walk, Ballure, Maughold, Isle Of Man, IM7 1ad
The proposal involves stabilising a 0.8 acre eroding cliff site in Ballure Glen between the Manx Electric Railway (MER) line and the mean high water mark, including rock armour at the toe (1.25-2.2 tonne and 0.32-0.85 tonne rocks from Stoney Mountain Quarry), soil nails, geo mesh covering after vegetation removal, grou…

The officer noted the site has eroded such that the top is close to overhead electricity lines, MER and footpath, with predicted sea level rise exacerbating risks; doing nothing would compromise MER o…
General Policy 3
Presumption against development in public open space except for overriding national need with no reasonable alternative; officer assessed stabilisation as essential to protect MER/power/footpath with no alternative, tipping balance for approval.
Environment Policy 2
Protects AHLV/Scenic Significance areas unless no harm to character or essential location; temporary visual harm from mesh/rock accepted as revegetation mitigates, and need overrides in sensitive coastal strip.
Environment Policy 12
New coastal defences must not unacceptably impact character/appearance/ecology/natural processes; assessed as compliant given small scale, mitigation, and necessity despite some habitat loss/flora impacts.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Approved plans
This permission relates to the cliff stabilisation works and mitigation all shown in drawings 101A, 102A, 103A, 104A, 105A and figure 2-3A of the Environmental Impact Assessment Report, all received on 7th September, 2011.
Northern Marsh orchid protection
Prior to the stripping of the site and any stabilisation works on the main slope where the mesh is to be introduced, the existing Northern Marsh orchids must be identified and marked out and in the Autumn/Winter the tubers removed and translocated. All works to the orchids must be undertaken under licence from Department of Environment, Food and Agriculture as the species is protected under the Wildlife Act 1990.
no objection; works probably only acceptable method for significant problem; site not of overriding significance for nature conservation; mitigation practical though some concerns on orchids and scour noted
