The site is the footprint of Barclays Bank which is situated on the northern side of Malew Street and the Parade, backing onto the grounds of Castle Rushen. There is a small yard to the side (north) of the building which abuts the Port Erin Gaslight and Aerated Waters Company shop.
The site lies within an area of Mixed Use on the Castletown Local Plan of 1991 and the draft Southern Area Plan which was published on 23rd October, 2009.
The site also lies within the Castletown Conservation Area and the building is Registered (RB 30).
Proposed now is the installation of an air condensing unit to the rear of the property. This will be 600mm high and 800mm wide and will project 300mm from the wall. The equipment will be mounted 0.2m from ground level.
Various planning applications have been considered in respect of these premises, the two indicated below are considered the most relevant in the consideration of this latest application:-

Registered Building Consent for the installation of an air conditioning condenser unit on side elevation, RB no 30 (In association with 10/01712 GB) - 10/01713/CON - APPROVED
As the property is within a Conservation Area, Environment Policies 32 and 35 of the Strategic Plan are relevant both of which require that development preserves or enhances the appearance and character of the property and that developments which detrimentally affect such properties would not be permitted.
Castletown Commissioners recommend that the application be approved.
The proposal is for equipment which is not sympathetic to the appearance and character of the property, but which is probably essential for the business carried out within the property and will be sited in a position which will not render it visible to the public.
The previous application for the same unit was located to the side of the building which was more likely to be apparent from public view than the existing which is to the rear and behind a large stone wall.
The Barclays Bank is a Registered Building (RB 030) located within the Castletown Conservation Area. The content of this application has therefore been considered with particular consideration to POLICY RB/5 ALTERATIONS AND EXTENSIONS and Policy CA/2 SPECIAL PLANNING CONSIDERATIONS for Conservation Areas as set out within Planning Policy Statement 1/01.
Given the use of the building as a bank, it is reasonable to expect that such mechanical and electrical paraphernalia are necessary for the proper function of the building and the business housed within. The size (800x600x300) and location of the condenser unit is such that it will not be readily visible to members of the public from the public thoroughfare in The Parade or as viewed down Arbory Street or Malew Street or from the Castle Rushen grounds (moat area). Given this location, this application is not considered to have a detrimental impact on the character of the Registered Building or the Conservation Area within which it is located and is therefore acceptable.
Overall, the proposal would comply with the relevant policy as stated within the General Policy 2 and Environment Policies 32 and 35 of the Isle of Man Strategic Plan for the reasons given and therefore it is recommended that the application be approved.
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the installation of an air conditioning condenser to rear elevation (in association with 11/01020/CON) as proposed in the submitted documents and drawing SCS 7744/M/01 all received on 21st July 2011.
I confirm that this decision accords with the appropriate Government Circular delegating functions to Director of Planning and Building Control / Development Control Manager.
