The main issue was whether the proposed windows would detrimentally affect the character of the Registered Building of special interest.
Environment Policy 32
ENV32 states that extensions or alterations to a Registered Building which would affect detrimentally its character as a building of special architectural or historic interest will not be permitted. The officer tested the rear window replacements against this policy, confirming they replicate the existing windows in material, opening method, and glazing pattern with added double glazing that causes no harm and provides energy benefits.
