In pursuance of his powers under the above Acts and Order the MINISTER for Local Government and the Environment, following report by the appointed person, does hereby APPROVE the application by Arragon Properties Limited – Residential development comprising 23 apartments, 2 houses and alterations to existing house, Northcroft, Alexandra Road, Castletown, subject to compliance with the conditions or modifications specified on the attached schedule and numbered 1 to 12 inclusive.

Note 1: This permission refers only to that required under the Town and Country Planning Acts and does not include any consent or approval under any other enactment, byelaw, order or regulation.
Note 2: A copy of the report of the appointed person is appended hereto.
- The development hereby permitted shall be commenced before the expiration of four years from the date of this notice.
- This approval relates to drawings numbered SC626/P10-01, -02, -03, -04, -05 and date-stamped 3rd July, 2002, and to drawings numbered SC626/P/10-06A, -07A, /11-01A, /12-01A, /12-02A and date-stamped 15th November 2002.
- Prior to the commencement of building works a sample of the roof tile must be approved by the Planning Authority.
- The windows must be of sliding-sash appearance; details thereof must be submitted to and approved by the Planning Committee prior to the commencement of any works.
- There must be no discharge of surface water to the main foul sewer.
- The proposed development must be connected to the main foul sewer.
NOTE: A Drainage Connection Fee will be payable to the Drainage Authority on this development.
- Prior to the commencement of the development, a plan must be submitted to indicate all tress contained within the site that are to be retained, together with information regarding the measures to be taken for their protection during the course of construction, in accordance with the recommendations contained in British Standards 5837 (Section 8).
- No other works shall be commenced on site until the estate road junction with Malew Street including where required visibility splays, has been set out and established to the satisfaction of the Planning Authority after consultation with the Highway Authority.
- No dwelling on the site shall be occupied until the estate rod has been constructed to at least base course level and adequately lit from the junction with Malew Street up to the access to the dwelling to the satisfaction of the Planning Authority after consultation with the Highway Authority.
- Before each dwelling is occupied the proposed vehicle parking facilities shall be provided in accordance with the submitted drawing to the satisfaction of the Planning Authority after consultation with the Highway Authority and shall thereafter be so retained.
- The proposed dwellings may not be occupied until that part of the “IRIS” system which serves Castletown is fully operational.

(12) All trees that are to be retained must be protected by adequate barriers, as specified in BS5837, during the period of construction; details thereof must be submitted to and approved by the Committee prior to the commencement of any works.
NOTE: The applicant is advised to consult the Water Authority with regard to the Water Supply Byelaws. NOTE: The applicant is advised to consult the Disability Access Officer (Tel. No. 619937) prior to the commencement of any buildings works.
