The officer considered the main issues as the impact on the Registered Building's character of special architectural or historic interest per ENV32 and on the Peel Conservation Area per ENV35.
Environment Policy 32
Requires that extensions or alterations to a Registered Building which would detrimentally affect its special architectural or historic character will not be permitted. Officer assessed the flat roof dormer would alter the roofline but due to limited visibility from public views (narrow Mona Street, building height, setback), public appreciation of the building's interest unchanged, no demonstrable harm. Conservation Officer applied RB/3 and RB/5 criteria, noting prior dormers and low visibility justified acceptability on balance.
Environment Policy 35
Permits only development in Conservation Areas which preserves or enhances character/appearance and protects special features. Similar conclusions to ENV32: proposal causes no demonstrable harm to building's special interest, thus preserves Conservation Area character. Existing alterations like dormers already part of roofscape.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
