Officer's Report
The Site
The application site is the curtilage of 10 Prospect Terrace, Douglas, a mid-terrace property situated on the eastern side of the street. The building is three storeys with the ground floor being used as a bookmakers.
The Proposal
This application seeks approval for the installation of replacement windows at first and second floor levels on the front elevation. The existing windows are a combination of sliding sash at first floor and casement at second floor. The proposed windows would all be sliding sash constructed from uPVC. The windows would have a vertical glazing bar.
Planning Status
The application site is located within an area identified as being Shopping by the Douglas Local Plan. The site is within a Conservation Area. Within the Isle of Man Strategic Plan, Environment Policy 35 is relevant. This states:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

The following previous planning applications are considered relevant to the determination of this proposal:
- 96/00101/B - Erection of a glazed canopy. Permitted.
- 04/01760/B - Installation of uPVC casements to replace existing on rear. Permitted.
- 04/01760/PART - Installation of uPVC casements to replace existing on the second floor on the front. Refused.
- 05/01030/R - Retrospective application for installation of two timber sliding sash windows to replace existing to second floor front elevation. Permitted.
- 05/92364/B - Installation of timber sliding sash windows to replace existing on front and rear elevation. Permitted.
Representations
Douglas Corporation does not object to this application.
Assessment
The main issues to be assessed in the determination of this application are whether the proposed windows would preserve or enhance the character and appearance of the Conservation Area.
The existing windows do match in terms of method of opening or glazing bar pattern. They are not original to the building nor are they in-keeping with it or the terrace. The proposed windows would reinstate the original method of opening and pattern of glazing bars and as such would represent an enhancement to the building, the terrace and the wider Conservation Area.
Recommendation
Permit.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This approval relates to the installation of replacement first and second floor windows to the front elevation of 10 Prospect Terrace as shown by WL/11/1208/1, WL/11/1208/2 and WL/11/1208/3 all received 1st August 2011.
