Approved plans
This permission relates to the change of use of existing ground floor education room to a coffee bar as shown in drawings 10/2339/01 and 10/2339/02 received 28th July 2011.
Education room facilities will be relocated within House of Manannan, no reduction in provision for schools/educational groups
Multiple local businesses and Peel Town Commissioners objected to the change of use application for a coffee bar at House of Manannan, citing competition with existing establishments, dilution of town trade, and breach of original planning conditions; Manx National Heritage provided supportive clarification that educational facilities would be relocated.
Key concern: competition from taxpayer-funded Manx National Heritage with local private businesses, diluting trade and risking jobs, against original planning conditions
Peel Town Commissioners
ObjectionThe Commissioners are strongly opposed to this application on the grounds that there are ample facilities in Peel to provide such refreshments.; I understand when the House of Manannan originally received planning approval a similar proposal for a coffee/tea facility was opposed by the Commissioners on the same grounds and proved successful at the planning decision stage.
I.G. Davison
ObjectionThere are already 18 establishments within the Town selling coffee, tea, soft drinks and freshments.; It is my understanding that when the original planning application to build the Heritage Centre was placed that it was a condition of the planning that no retail catering facility was to be allowed within the centre.
Marianne Brew
ObjectionI have counted 13 outlets in the area providing such services.; Any further reductions to that already being experienced will jeopardise the future of many of these businesses.
Creek Inn (Claire Turner)
ObjectionThe change to include a café is against the original planning permission granted at the time to create the House of Manannan.; We believe it is inappropriate for MNH, being predominately tax payer funded, to suddenly try and move in to a market already being provided by the Private Sector and the unfair playing field that creates.
Ms J Heath
ObjectionI firmly believe that any visitor to the House of Manannan and indeed to Peel, already has a huge amount of choice and convenience when looking for refreshment.; Whilst I fully appreciate that Manx National Heritage must look at ways to diversify and increase its income, I strongly feel it is immoral to do so at the cost of other established catering operations.
Manx National Heritage
SupportIn the event that consent is given for this development the Education room facilities will be relocated within the House of Manannan and therefore there will be no reduction in the provision for schools and educational groups as a consequence of the insertion of a new servery.
I.G. Davison
ObjectionPeel already has enough establishments selling tea, coffee, light snacks and patisserie this coffee shop at the Manannan Centre will not increase trade within the Town it will only dilute the existing trade.; My company employs over 30 staff in Peel.
