In accordance with paragraph 5(a) and (b), a copy of the appointed persons report is enclosed.

On the 10th February 2011, and after consultation, the Council of Ministers accepted the recommendation contained within that report and the application was approved subject to compliance with the conditions specified below.

SCHEDULE OF CONDITIONS:

1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

The existing skirtings, architraves, doors sanitary ware is required to be catalogued and carefully removed and stored for re-use. Any damaged or not capable of being re-installed will be replicated to match existing.

PRELIMINARY MATTERS

1. This report is based upon written representations and a site visit carried out on Monday 17 January 2011. It contains a description of the site and proposal, a summary of the submitted representations and my assessment and recommendation. This report should be read in conjunction with 10/10765/GB. As this building is a Registered Building, specific consent is required under that legislation.

SITE DESCRIPTION AND PROPOSAL

2. The application building forms part of the Jurby Industrial Estate. It is proposed to remove the existing asbestos roofing sheets and rainwater gutters/downpipes and replace with Trafford Tile profile fibre cement sheets.

3. The Conservation Officer has indicated that there is a need for the development so that the building can be occupied and used again. It is important that such buildings are retained and the development would ensure the future of the Registered Building. The scheme would be an acceptable form of development, with no visual impact or a detrimental impact on the historical nature of the building.

Assessment

6. The intention is to renovate the existing building by removal of the roof covering, guttering and downpipes and replace with new fibre cement sheeting and rainwater goods. The existing timber cladding on the external walls would be repaired. In my opinion, the proposed development would improve the appearance of the existing building which is a Registered Building.

Recommendations

7. I recommend that Registered Building Consent be granted subject to the conditions suggested by the Planning Division.
