Conservation Officer's Report on Discharge of Conditions
This is an application to discharge Conditions 3, 4 and 5 relating to Planning Application 10/01578/GB for a stabilisation and protection scheme to pier (In association with 10/01579/CON) Registered Building Nos. 154.
Condition 3 is as follows:
- The balusters, lamp standards, bench seats, hoist etc must be removed with care and stored on pallets in a suitable weather-tight storage facility. This must be managed and monitored to appropriate environmental standards, particularly in respect of low relative humidity, for the lifetime of the storage period. The applicant is to provide a method statement for the removal, inventory, transportation and storage of this material to the Planning Authority for approval prior to any works commencing, and is advised to liaise with MNH Conservation Staff regarding suitable environmental conditions and means of achieving them.
The applicant submits a Method Statement for approval, formulated with the input of Manx National Heritage, which is considered sufficient evidence to discharge Condition 3 relating to Planning Approval for a stabilisation and protection scheme to pier (In association with 10/01579/CON) Registered Building Nos. 154.
Condition 4 is as follows:
- A set of well-preserved cast iron components are to be selected for particularly careful preparation and storage so as to act as patterns or templates for any replacement castings which may require to be made in the future. These components are to be accurately recorded, and a set of scaled pattern drawings prepared which can be used to reproduce these components in the future should be supplied to the Planning Authority for approval.
The applicant submits that the Department of Infrastructure retains the original drawings for the original pier structure and that these drawings are sufficiently detailed and dimensioned as to allow the accurate recreation of the individual elements of the pier. The proposals to select, prepare record drawings and store the best example of the seating units is acceptable. As this was again formulated in conjunction with input from Manx National Heritage, it is considered sufficient evidence to discharge Condition 4 relating to Registered Building consent for a stabilisation and protection scheme to pier (In association with 10/01579/CON) Registered Building Nos. 154.
Condition 5 is as follows:
- Prior to the dismantling of the toll huts and shelter an analysis of these buildings, including identification of features to be retained, shall be submitted to and agreed in writing with the Planning Authority. These items to be retained shall be transported and stored in accordance with details which shall first have been submitted to and agreed in writing with the Planning Authority.
We are not as yet, in receipt of information to discharge this condition. The applicant's agent submits that this information will be submitted when they are able to access the toll huts and shelter which is not yet possible. Failure to discharge this condition should not hinder the progress of works to the other areas outlined within the application.
