1.0 THE APPLICATION SITE - 1.1 The application site is the Shoprite Supermarket, Bowring Road, Ramsey. The store is situated alongside Bowring Road to the west. The application relates to the a small section of land to the western gable (side) elevation of the main supermarket building.
2.1 The application seeks planning approval for the creation of a bin and oil tank store (retrospective). The stores where erected in 2016 without planning permission. They replaced an existing building of similar size and siting.
3.0 PLANNING HISTORY - 3.1 The site has an extensive planning history; however, none are considered relevant to the current application.
4.0 PLANNING POLICY - 4.1 The site is designated as "Mixed Use -Town Centre" by the Ramsey Local Plan 1998. The following policies in the Isle of Man Strategic Plan 2016 are considered relevant:
4.3 General Policy 2 states: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

6.1 The key consideration is the visual impact upon street scene. Visual impact upon street scene
6.2 The proposed buildings are simple in form and appearance, and while apparent from public views (i.e. car park) they do not cause a significant visual impact to warrant a refusal. - 7.0 CONCLUSION
7.1 Overall, it is considered the proposal would comply with General Policy 2 of the IOMSP and therefore it is recommended that the application is approved. - 8.0 INTERESTED PERSON STATUS
