The main issues were the impact of levelling and wall erection on the landscape and street scene in an area of open countryside designated 'not for a particular purpose' under Environment Policy 1, wh…
Environment Policy 1
Requires protection of countryside (land outside settlements or not designated for development) from developments that adversely affect it unless national need overrides. Officer assessed levelling and wall would tidy poor site, improving landscape uniformity without adverse effect, complying despite countryside location.
Strategic Policy 4
Requires developments to protect/enhance landscape quality, nature conservation, and avoid environmental pollution/disturbance. Officer found works positive for visual amenity and openness, tidying site to blend with surroundings using matching stone walls.
General Policy 3
Presumption against development in areas 'not for a particular purpose'. Site falls under this, but engineering works deemed acceptable as they improve rather than develop the land.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
No surface water discharge to watercourse
There must be no discharge of surface water to the abutting watercourse on the western boundary of the site during the construction period. Reason: to ensure that the water course is not adversely affected by the discharge of harmful materials such as concrete or washings entering the waterway.
