This application falls within Langness, Sandwick and Derbyhaven Area of Special Scientific Interest (ASSI) and Bird Sanctuary, a site of high ecological interest which was designated an ASSI in 2000. ASSIs are managed with the designated interest in mind and they are the best examples of habitats and species, or geological and geomorphological features on the Isle of Man and as such are worthy of statutory protection in perpetuity for future generations to appreciate. If planning permission is granted this work will still require ASSI consent. Work cannot commence before ASSI consent is issued following submission of an ASSI notice form by the landowners. ASSI consent will only be considered after planning approval is given.
The Ecosystem Policy Team have no issue with the frieze itself and we appreciate that the applicants have had the frieze designed to reflect the peninsula’s wildlife and historic interest. However, though the supporting documents make reference to the low-level solar powered back-lit illumination of the frieze and state that is to be utilised in the early evening in the winter months only, the lighting is not reflected in the proposed site and location plans and elevations. We do not feel that enough information has been provided about the lighting within the planning application.
In order to comply with Environment Policies 4 and 5 of the Isle of Man Strategic Plan 2016, The Ecosystem Policy team request that the applicant provides further details about the frieze lighting prior to determination of this application. Details should include the type of light; direction of light; light strength; specific times of use and drawings of where the lighting unit will be located. We recommend that The BCT and ILP Guidance Note 8 Bats and Artificial Lighting (12th September 2018) is adhered to.
