The principal issues were visual impact and neighbouring amenity. In terms of visual appearance, the proposed extension is in keeping with the main house and, given its rear location, views are limite…
General Policy 2
Requires development in accordance with zoning to respect site/surroundings in siting/layout/scale/form/design/landscaping, not adversely affect landscape/townscape character or local residents' amenity. Officer assessed proposal as compliant due to rear location, modest scale/height in keeping with house, limited views, setback minimising overbearing effects, and no overlooking.
Extensions to Dwellings in built up areas or sites designated for residential use
Presumption in favour of extensions in built-up/residential areas not in Conservation/Registered Building control, where no adverse impact on adjacent property or surrounding area. Officer found no such adverse impacts from visual or amenity effects.
Type A: Uplands
Addresses loss of light/overbearing impact from rear projection/depth near boundaries, avoiding 'tunnelling effect'; for terraced/semi-detached, unlikely support beyond 3m projection. Despite 3.5-4m depth, officer deemed acceptable due to site's detached position, setback from No. 2 Royal Park, and southerly aspects reducing amenity impingement.
IoM Residential Design Guide - 7.3 Loss of Light/Overshadowing
Developments should not cause significant daylight/overshadowing loss to habitable rooms/gardens, considering sun path; greater impact if south of neighbour. Officer noted southerly facing aspects and distance/setback limit any such effects.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
