PA 20/00876/B Creation of a driveway and vehicular access at 7 Laureston Grove Douglas Isle Of Man IM2 4BG
The above application has been considered by Douglas Borough Council at a meeting of its Environmental Services Committee held on the 15th September 2020. Subsequent to which the Council has resolved to raise an objection to the application as it does not appear to comply with the following policy and available guidance:
Isle Of Man Strategic Plan 2016 General Policy 2
(b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; (c) does not affect adversely the character of the surrounding landscape or townscape; (g) does not affect adversely the amenity of local residents or the character of the locality;
The Council does not believe the proposal respects the site and surrounding neighbourhood and that the proposed development will have an adverse effect on the character of the locality.
Residential Design Guidance 2019 6.3.4
Proposals which result in the loss of more than 50% of the existing front lawned/landscaped garden will not normally be supported to ensure the character of the street scape is retained and avoid frontages of properties appearing as one large car parking area detrimental to the appearance of the street scene and to the outlook of residents.

Residential Design Guidance 2019 6.3.4
Parking spaces should be avoided directly in front of any Primary Window as the resulting outlook can be undermined by the presence of parked cars.
The Council believes that the proposals do not comply with the Design Guidance in that there will be a loss of outlook from a primary window in the front elevation of the property and there will be more than a loss of 50% of the front garden area to create the off-street parking.
Given the above reasons Douglas Borough Council has resolved to object to the application.
