Date of Response: 24 August 2020 Date of Application: 4 Aug 2020 Application Reference: 20/00876/B Location Address: 7 Laureston Grove Douglas Isle Of Man IM2 4BG Description: Creation of a driveway and vehicular access Highways Comments: The proposal is acceptable in highway terms on removal of the boundary wall and creation of a dropped crossing over the footway to connect to the public road for which a separate s109(A) Highway Agreement is necessary. The proposal shows visibility splays on exit at 2 x 43m to the left and 2 x 30m to the right. That to the right is about 10m less than drawn due to the bend. Notwithstanding, a safe access can be formed. Visibility in both directions exceeds the likely speed of vehicles passing along this section of Laureston Grove which are anticipated to be below 20mph with associated splay extents of up to 25m. The dimensions to provide two on-site parking places on hardstanding is adequate allowing drivers and passengers to reach car doors and for these to open. The layout further meets the Strategic Plan Parking Standards of two spaces per unit and allowing greater space for access and passage along the public road. Surface water should drain into the site and the hardstanding be formed of a consolidated and bound material. Space for waste bin storage is retained for kerbside collection. In interest of sustainable travel, consideration should be given to providing storage for bicycle parking and electric vehicle charging point. The proposal gives rise to no significant road safety issues and an improvement to highway efficiency is expected to occur from the removal of on-street parking. Accordingly, Highway Services raises no opposition subject to conditions for the proposal to accord with Drawing no’s: 1 and 3A. An advisory for a s109(A) Highway Agreement should apply too.
