The Site
The application site is 26 Berkeley Street, Douglas, a terraced dwelling situated on the northern side of the street.
The Proposal
This application seeks approval for the construction of an extension to the rear elevation of the dwelling. The extension would be single storey with a lean-to roof and would essentially fill the gap between the rear outlet of the property and the wall which separates the site from No. 24. The extension would create an enlarged kitchen.
Planning Status
The application site is located within an area identified as being Predominantly Residential by the Douglas Local Plan. The site is within a Conservation Area and as such Environment Policy 35 is relevant. This states:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
PLANNING HISTORY There are no previous planning applications considered relevant to the determination of this proposal. REPRESENTATIONS Douglas Corporation does not object to this application.
ASSESSMENT
The main issues to be assessed in the determination of this application are the impacts of the proposal upon the amenity of adjacent properties and the impact of the development upon the Conservation Area.
In terms of amenity, the extension would infill an existing void and would not result in any unacceptable loss of light, overlooking and would not have an overbearing impact. It is judged that the proposal is acceptable in this respect.
The extension would be to the rear of the property and its height would make it difficult to see form the rear service lane given the limited width of the lane. Notwithstanding this, the extension has been designed to be sympathetic to the dwelling and would not cause harm to the character of the surrounding area.
RECOMMENDATION
Permit.
