Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
The proposal intends to use natural slate on a property which has traditional characteristics and where such material is appropriate and in accordance with Environment Policies 34 and 35 and the Planning Policy Statement 1/01.

1.1 The site is the residential curtilage of an existing dwelling which sits on the western side of Mill Street. - 1.2 The property is a traditional Manx cottage with a slated roof and which is over 100 years old. Two similar properties site alongside to the south in a terrace of three.
2.1 Proposed is the replacement of the existing roof slates with new natural Cupa 12 natural grey slates. PLANNING POLICY - 3.1 The site lies within an area designated as Predominantly Residential on the Area Plan for the South and also within the town's Conservation Area.
3.2 The main policy consideration in this case is Environment Policy 35 which requires that development within a Conservation Area preserves or enhances the character or appearance of the Area, echoed in Planning Policy Statement 1/01 - Conservation of the Historic Environment of the Isle of Man (CA/02). Environment Policy 34 expresses a preference for the use of traditional materials in the extension, alteration or maintenance of pre-1920s buildings. PLANNING HISTORY - 4.1 The property has had a number of applications for alterations and changes of use to include tourist accommodation. REPRESENTATIONS - 5.1 Highway Services have no objection but advise that there maybe a need for licenses to place equipment and materials in the highway during works (04.08.20). ASSESSMENT - 6.1 The proposal intends to use natural slate on a property which has traditional characteristics and where such material is appropriate and in accordance with Environment Policies 34 and 35 and the Planning Policy Statement 1/01. CONCLUSION - 7.1 The proposal is supported. The need for licences regarding placing materials on the highway is a matter for the applicant and the DoI and is not a material planning consideration.
