The officer assessed the principle of development in undesignated countryside under General Policy 3, finding the proposal acceptable as a conversion of a redundant rural building per exception (b), s…
Strategic Policy 1
Requires optimising use of previously developed land and redundant buildings, efficient site use, and leveraging existing infrastructure. Officer found the conversion reuses a redundant office (previously residential barn) without new build, accessing existing farm lane and shared services, aligning with policy aims.
General Policy 3
Presumes against development outside zoned areas except for conversion of redundant rural buildings of value (cross-referencing HP11). Site in undesignated countryside on Area Plan for the East, Laxey Map; proposal qualifies under exception (b) as existing intact building now redundant.
Environment Policy 1
Protects countryside ecology outside settlements or designations unless overriding need. No adverse impacts noted; conversion of existing structure avoids countryside harm, with no ecology concerns raised.
Housing Policy 11
Permits rural building conversions where redundant, structurally sound, of interest, suitable size, compatible uses, and serviced acceptably, using original materials/appearance. Officer confirmed redundancy (business ceased), prior residential approval/history, intact structure (no extensions needed), sufficient dwelling size, compatibility in cluster, shared services; conditioned to ancillary use and original appearance where practicable.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Ancillary use only
The proposed dwelling hereby approved shall be used only in association with, and ancillary to the main dwelling house "Moaney Woods Farmhouse." Reason: the dwelling is within a single residential plot within an area not designated for development and has only been considered acceptable for the reasons identified within the application. The application does not propose to create separate units of accommodation within the site and has not been considered as such.
