Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
This application has been recommended for approval for the following reason. It is considered that the development accords with General Policy 2 and Environment Policy 35 of the Strategic Plan as well as CA/2 of Planning Policy Statement 1/01.

1.1 The site is the residential curtilage of an existing dwelling situated on the western side of Malew Street to the north of the Crofts. The dwelling is a relatively new property built in a traditional style but with a pitched roofed canopy over the front door whereas most older
properties in the street have no or a recessed porch. The property has casement windows and a curved headed vehicular entrance alongside.
2.1 Proposed is the replacement of the existing front door with a composite door. The existing door is a solid lower panelled door with two long glazed elements above. Proposed is the same arrangement but where the two glazed lights are patterned not plain glass. PLANNING POLICY - 3.1 The site lies within an area designated on the Area Plan for the South as Residential and within the town's Conservation Area.
3.2 As such, the following policies are considered relevant:
General Policy 2 which requires, inter alia, that development respects the character and appearance of the area
Environment Policy 35 and Planning Policy Statement 1/01 CA/2 which require development to preserve or enhance the character or appearance of the area
4.1 The dwelling was approved with others on both sides in the 1990s. REPRESENTATIONS - 5.1 Highway Services have no objection to the application (09.07.20). ASSESSMENT - 6.1 The issue in this case is whether the replacement door preserves or enhances the character or appearance of the Conservation Area.
6.2 A more traditional door would have not included the decorative glass. However, as the house is clearly a more modern addition to the streetscene with the casement windows and canopy over the front door. As such it is not considered essential for all elements of the property to accord strictly with the truly traditional features of an older property. - 6.3 The proposed door has the correct form of solid to glass proportions and the application is considered to preserve the character and appearance of the Conservation Area in accordance with the relevant policies.
7.1 It is considered that the development accords with General Policy 2 and Environment Policy 35 of the Strategic Plan as well as CA/2 of Planning Policy Statement 1/01 and is supported.
