General Policy 2
GP2 permits development in accordance with zoning if it respects site/surroundings in siting/layout/scale/form/design (b), does not adversely affect townscape character (c), does not harm local residents' amenity or locality character (g), provides satisfactory amenity standards including access/parking (h), and no unacceptable road safety/traffic effects (i). Officer tested against amenity impacts on neighbours, character of rear lane with garages, parking, and found compliant as impacts not significant. Paragraph 8.12.1 presumption for extensions in built-up areas without adverse neighbour/area impact also supported.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Ancillary use only
The living accommodation within the first floor of the garage hereby approved shall only be used in association with the main dwelling house "10 Victoria Avenue" and for purposes incidental to the use of main dwelling house "10 Victoria Avenue" as a single dwelling, for no commercial purposes and only in accordance with the internal layout shown on plan 2002-103 received on the 26th May 2020. Reason: The dwelling is within a single residential plot within an area of similar developments. The application does not propose to create separate units of accommodation within the site and has not been considered as such.
