The Proposal
The proposal is for the replacement of the existing shopfront to the former Magoo’s opticians at 86 Bucks Road. The existing wooden window and door and frame arrangement is to be replaced with an aluminium framed, safety glazed shop front type window. The new window is to have decorative blue wave manifestations which matches the style of the existing dentistry shopfront adjacent. Refer to the images on that application drawings. The proposal is part of the expansion of the neighbouring dentistry currently in 84 Bucks Road into the vacant opticians in addition to the internal works.
Planning History
PA: 25/90806/B – Removal of front door and replacement of ground floor fenestration. - Refused PA: 84/00220/B – Alterations and additions to provide shop and dispensary at ground floor level with flat above – Permitted (No documents online)
Recent Planning refusal.
During the planning processing period (25/90806/B), comment was made by the planning case officer at the time Mr Paul Visigah. There were discussions as to altering the proposal following discussion, which had led to the exercise to review the numerous adjacent styles referred to in appendix A (see below). The proposals were amended on review of these styles and was prepared for submission.
However, during the period of the discussion and preparation, the application was refused prior to the formal submission of the revised proposals. Prior to the submission of this application, further discussion was held – as referenced below in the Pre application section.
Appendix A - Commentary
The photos contained within Appendix A present the existing shop front styles along Prospect Terrace (within a conservation area), Bucks Road (neighbouring the site and further down the road) and Christian Road. There are several shopfronts which have their main shopfront in one large pane or partitioned, with transom windows above. In addition to this, some also have partial or full front frosting/ imaging. Please refer Appendix A below, included to demonstrate the variety of installations.
Pre-application discussions.
On the 27th of February 2026 a meeting was held with the duty officer Peiran Shen, at the planning department. Updated and alternative designs proposals to the shopfront from the previous application refusal (25/90806/B) were discussed. Also discussed were the main concerns of the proposal which led to the refusal.
This discussion and re-reviewing the existing street scene, led to the design alterations:
Design alterations
1. The proposed shop front has included additional framing to the glazing section reflecting the relationship between the ground and the upper floors and to imitate the existing shopfront arrangement.
This is new window arrangement respects the existing shopfront’s location adjacent and located within the conservation area as indicated within Appendix A – Existing Shopfronts on Woodbourne Road, Bucks Road and Christan Road.
2. The fully frosted glazing from the original proposal has been amended to include blue wave manifestation design which is a continuation of the existing style of the existing adjacent dentistry. Opaque frosting is proposed between the waves, up to a height of 1.8m from the external floor level. This is to maintain the balance of privacy for the dental practice and the sought after openness of character to maintain engagement of the street scene noted from the previous planning officer’s comment.
Summary
In conclusion, the proposal is to replace the existing wooden framed shopfront window and door to an aluminium framed, safety glazed panels and have matching blue wave manifestations which match the style of the existing dentistry shopfront to help the expansion of the neighbouring dentist.
