Re. Planning Application AP26/0001 Erection of Fibreoptic Poles in Barrule Park
With reference to the planning department’s decision to refuse the application for telegraph poles and associated fibreoptic cables, I would like to point out that nothing has changed to implement a decision reversal.
Much that I appreciate, they have strict timetable and cost restraints to adhere to, they do not provide sufficient justification to overturn, an already carefully considered decision based on a thorough initial investigation.
Ballamilaghyn, the comparison Manx Telecom has given, is a small central flat estate, whereas Claughbane, with the same regulatory rules as Barrule Park, from when the plans were drawn up when the whole of Claughbane was considered for the initial planning approval. Bearing in mind this is part of Claughbane Farm, which is made up of several estates, including Claughbane estate, Laurys Avenue, Ballastowell and Barrule Park. I
resided in Laurys Ave when it was first built and I do remember the rules being applied, that of open access.
Manx Telecom’s comparison to Ballamilaghyn should naturally be, Claughbane estate, which, did successfully have the poles and cables rejected in favour of the uniformly, unobtrusive, underground alternative.
Furthermore, the actual proposed area of erection, would look incongruous when viewed from the more elevated position of the main entry road, not to mention, the susceptibility to the funnelling effect of high winds. Essentially, the pole installation would not be in keeping with the original concept of sympathetic, low lying, open plan, streetscape for a mature estate that butts onto Ramsey’s naturally forested boundary.
