1.0 The Site:

The site is located at the rear end of the garden of The Anchorage the application site, a semi-detached domestic property on Mill Road Peel.

The garden site is accessed from the main property via the existing small patio and steps to the lawned garden.

The garden area consists of formal space at lower level with a high wall to which the proposed garden building will be positioned. Above this the remainder of the Clients land ownership. This has been left as a wildlife garden space which accommodates local flora and fauna encouraged by Manx Wildlife Trust for the inner town.

The property also has a small single gate access to its 2 No. parking bays.

The parking bays are 2 No. of 4 parking spaces, used by the 2 semi-detached properties. These parking bays are sited on part of the Old Gas Works site which has been developed as a very successful set of light industrial units including a gymnasium, The Art Reach Studios and other businesses.

The Anchorage is very well positioned in the heart of the Peel Quayside with good pedestrian level access across the road from the Creek Public House, Manannan Centre & facilities.

2.0 The Proposal:

The proposal is to provide a simple, well insulated and heated detached garden building with a 7m x 3m footprint that has a sitting area, small kitchenette, ensuite and sleeping space.

The garden building would have high level windows as part of the natural lighting which will be opaque glazed to ensure privacy of the adjacent properties.

The roof will be fitted with a glazed skylight for daylighting and stargazing. The detached building will provide domestic ancillary accommodation for use by the main property for family and friends when visiting, together with use for the owners as a garden study / retreat area.

3.0 Garden Building Construction & Appearance

The proposed unit would be constructed of highly insulated timber frame construction with an external timber cladding that will mellow with age.

Roof will be a monopitch design running back towards the high stone wall and allows for rainwater harvesting for use in the garden areas.

The windows will be insulated double glazed grey aluminium with matching rw goods.

4.0 Planning & Policy:

The proposals siting would not impact adjacent properties. Its setting at the rear of the garden adjacent the high sandstone wall and behind a timber boundary fence would not be visual from Mill Road.

The proposal as now submitted has been discussed with the Planning Department and would now meet the Class 3.3 ancillary usage requirements for domestic ancillary usage.

Furthermore in accordance with General Policy 2(d) the privacy and safeguarding concerns of overlooking to adjacent properties has been addressed with the introduction of opaque glazing to the elevated sleeping deck.
