This Design Statement relates to alterations and replacement of windows at Herring Houses, Fort Island Road, Derbyhaven.
Our client, Mr \& Mrs Evans occupy the property and are seeking to undertake work to improve the external and internal appearance of their property by making alterations to the existing fenestration along Fort Island Road, Derbyhaven.
The proposed alterations also address our clients concerns regarding the imbalance of windows within the Lounge and Bedroom, the low level of artificial light and the limited views provided by the small window openings and window style.
The application site is located within the hamlet of Derbyhaven near Castletown, in the southern parish of Malew. It is located on a narrow strip of land connecting Langness Peninsula to the rest of the island.
The property is in an area zoned for residential use in the Area Plan for the South.
The property is bound by Langness Bay to the north-east, Castletown Bay to the south-west and Castletown Gold Club to the south-east.
Herring Houses forms part of several terraced properties along Fort Island Road. The original stone building was the herring house of 1771 for preserving herring either by salting or by smoking.
The building was later converted to private dwellings and has several relatively small square window openings on the roadside. The property was extended to the rear in 2005 in a modern style and is in contrast with the more traditional elevation along Fort Island Road.
The dwelling currently has 5 bedrooms, 3 on the ground floor and 2 on the first floor, the master bedroom is located on the first floor overlooking Derbyhaven Bay but with restricted views due to the small windows.
A similar Planning Application was submitted in 2019 for alterations to add two new window openings, Planning Ref. 19/00844/B. The proposed alterations consisted of 2 new horizontal windows to the Lounge and Master Bedroom.
The Planning Officers referred to the size, proportion and orientation of the proposed windows and the relevant Planning Policies including General Policy 2 (b) (c) (g), Environmental Policy 34 from the Isle of Man Strategic Plan and Planning Circular 1/98.
The planning application was refused as the windows would be a significant change to the existing arrangement, would be unsympathetic and out of keeping with the existing street frontage.
Following the previous Planning Refusal detailed discussions were undertaken with the client to gain an understanding of their requirements and establish a brief. The client provided some internal images to demonstrate the internal spaces and what they thought would be required to balance the window sizes and proportions.
Part of the brief was to address the current imbalance of windows internally, while improving natural light, views and the general feel within the Lounge and Bedroom.
Several options were prepared, discussed with the client and the preferred option forwarded to the Planning Department for comment, Comments were received, considered and have resulted in the current proposals.
Having considered the previous Planning Application, the Planning Officers Report and Recommendations, and comments received from our pre-application consultation we proposed the following scope of works:
The double doors with Juliette balcony take reference mimic the tall fixed window in the adjoining property, this window once had double doors and had a Juliette style balcony until it eroded and fell off a few years ago.
The proposed alterations seek to provide the client with some enhancement of their property and goes a small way to meeting their requirements, while at the same time providing development which we deem acceptable and meets current Planning legislation.
New window frames will have a narrow profile and consist of either aluminium with polyester powder coating or galvanised steel with polyester powder coating, colour - Grey.
5.1 Planning Division, DEFA: Consultation was undertaken by e-mail with Planning Officer Sarah Corlett, drawings were issued, and a response received on 24th March 2020.
The sketch scheme included altering the two windows to the Lounge and making them considerably larger and the introduction of new double doors with Juliette balcony to the Bedroom. Comments received from the Planning Officer referred to Planning Circular3/89 and Housing Policy 11 from the Isle of Man Strategic Plan and that enlargement of the existing opening could not be supported.
We have reviewed and considered the Planning officers comments and have incorporated changes within the current design. Window sizes have been retained with minimal alteration to regularise the window heads to the Lounge. Narrow double doors with Juliette balcony is proposed for the Bedroom, this mimics the tall window in the adjoining stone building, which once had a Juliette style balcony.
See Appendix B: Photographs \& Appendix D: Drawings. 5.2 Building Control Division, DEFA: A Building Regulation Application will be required, this will be prepared and submitted following receipt of Planning Approval. 5.3 Highways Division, DOI: Highways have not been consulted, but they indicated for the previous Planning Application, Planning Ref. 19/00844/B, that there was no Highways interest. 5.4 MUA (Water \& Electricity), Manx Gas, Manx Telecom: The proposed alterations do not affect any of the existing services.
The proposed application provides improvement to the main elevation of our client's home, these include improved natural light, improved views, improved balance and feel within the Lounge and Master Bedroom and improved energy efficiency.
It is our opinion that the proposed window alterations are in keeping and are sympathetic to the character of the building and the surrounding area and conforms to the guidance on replacement windows set out in Planning Circular 1/98, General Policy 2b, c and g of the Isle of Man Strategic Plan,
