The officer recommended refusal primarily because 'the existing access in its current form has the potential for impacts on highway safety given that the site has poor visibility onto the Old Castleto…
General Policy 2
Requires development to provide safe/convenient access (h) and not have unacceptable effect on road safety/traffic flows (i). Officer assessed site access visibility as poor due to bends, trees/shrubs, and 40mph road, plus narrow driveway risks, failing both tests despite Highways no objection.
Environment Policy 22
Prohibits development harming amenity via odour, noise etc. Assessed small scale brewing smells/noise as negligible due to 103m separation and vegetation screening; not enough for refusal.
Environment Policy 24 - Pollution sensitive development
Requires EIA or info for significant environmental effects. Concluded no EIA needed as <1000m² micro-brewery, referencing PA 19/00291/B appeal precedent and UK thresholds.

I do have a major concern with the road and particularly with the speed at which traffic comes over the railway bridge which is close to Lough Ned on one side and my house on the other.; A form of traffic control should be put in place. Near misses are often witnessed on this road section and one day there will be one which does not miss.
Conditions requested: A form of traffic control should be put in place; Attention should be given to this road before additional traffic from deliveries etc. are introduced
