C 1. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
C 2. The cladding hereby approved shall be Goosewing Grey on the roof and white on the sides of the building.
Reason: to clarify the proposal as submitted and further explained by the applicant by e-mail dated 05.06.20.
This application has been recommended for approval for the following reason. The application is considered to accord with General Policy 2 of the Strategic Plan.

Officer’s Report
THE SITE 1.1 The site is the footprint of the Shoprite supermarket in Port Erin, situated to the south of Bay View Road. The building has a footprint of 57m by 30m and is a basic, flat roofed building which is visible from both Bay View Road and Orchard Road although due to the height of the building, the roof is not visible from either location. From some locations the building looks flat roofed due to the parapet but from others - parts of Bay View Road - the pitched roof and rounded end profile is visible.
1.2 The existing roof is finished in light coloured profiled cladding with some rooflights and plant attached.
THE PROPOSAL 2.1 Proposed is re-roofing and some re-cladding with vertical sheeting. The roof cladding will by Goosewing grey and the side cladding white and this will be over-clad to avoid having to remove the roof and all existing plant and ducting retained.
PLANNING POLICY 3.1 The site lies within an area designated on the Area Plan for the South as Mixed Use and outside of the proposed Conservation Area.
3.2 As the site's use is compatible with the land use designation, General Policy 2 is applicable as follows:
Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
(b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; (c) does not affect adversely the character of the surrounding landscape or townscape and (g) does not affect adversely the amenity of local residents or the character of the locality.
PLANNING HISTORY 4.1 The property has been subject to a number of applications for alterations and extensions, none of which is relevant to the current application.
REPRESENTATIONS 5.1 Neither Highway Services nor Port Erin Commissioners have any objection (03.06.20 and 02.06.20).
ASSESSMENT 6.1 The issue in this case is whether the proposed change in roof and wall cladding will result in any adverse impact on the character and appearance of the area and the living conditions of those in adjacent properties.
6.2 The increase in height is 100mm which is insignificant in relation to the overall size of the building and unlikely to have an impact on either the appearance of the building or the living conditions of those in adjacent dwellings. The change from a rounded end to a more traditional angled end to the building will be more similar to the buildings round about and this change will have no adverse impact.

7.1 The works will improve the appearance of the building with no adverse impact on the living conditions of those in nearby properties and the application is considered to accord with General Policy 2 of the Strategic Plan and is supported.
INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) Order 2019, the following persons are automatically interested persons: (a) the applicant (including an agent acting on their behalf); (b) any Government Department that has made written representations that the Department considers material; (c) the Highways Division of the Department of Infrastructure; (d) Manx National Heritage where it has made written representations that the Department considers material; (e) Manx Utilities where it has made written representations that the Department considers material; (f) the local authority in whose district the land the subject of the application is situated; and (g) a local authority adjoining the authority referred to in paragraph (f) where that adjoining authority has made written representations that the Department considers material.
8.2 The decision maker must determine: o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and o whether there are other persons to those listed in Article 4(2) who should be given Interested Person Status. __
