Planning Statement This document presents proposed amendments to the previously approved planning applications PA.23/00772/B and P.A. 25/90090/B for the property located at 15 Peel Road, Douglas, Isle of Man. The proposed modifications are intended to modernize and upgrade the existing living facilities. These changes have been thoughtfully developed to balance both functional and aesthetic considerations, while also promoting energy efficiency and sustainable living practices. These proposals seek to improve the overall value and attractiveness of the residence for its occupants. The application is submitted on behalf of Barmerlea Ltd. Purpose of the Application The principal objective of this application is to secure approval for enhancements that will elevate the standard of living accommodation. These improvements are specifically designed to create a superior residential environment for future occupants. Summary of Proposed Amendments Extension of the first floor at the rear of the property to provide additional living space. Installation of side doors within the passageway to facilitate convenient access to refuse storage (bins) and improve maintenance access to the building’s exterior. Addition of balconies to enable maintenance activities. Installation of supplementary photovoltaic panels on the expanded flat roof, increasing the property’s energy independence and lowering its overall carbon footprint. Visual Impact The proposed alterations will not impact the visual aspect of the surrounding streetscape. The rear of the site is positioned between two commercial establishments-a shop and an office building-both of which lack side-facing windows and have limited views to the rear. Any extensive views of the property originate from the railway station, situated at a lower elevation, as well as from adjacent commercial premises with distant vistas over open land. External Treatment The proposed external finish for the rear elevation comprises horizontal timber boarding constructed from composite materials. This selection aims to prevent the deterioration observed on the Quay West building opposite this property. We trust this application is acceptable. Yours sincerely J.A.
