The officer determined that the works accord with General Policy 2 and Environment Policy 35 of the Strategic Plan and Planning Policy Statement 1/01 policy CA/2.
General Policy 2
GP2 permits development in accordance with land-use zoning if it respects site surroundings in siting, scale, design; does not adversely affect landscape/townscape character, local amenities, provides safe access and parking, and avoids impacts on road safety. The officer assessed the garage conversion as compliant, noting no adverse effects on character, amenity, or highways, with retained parking spaces satisfying criteria (b), (c), (g), (h), (i).
Environment Policy 35
ENV35 requires development in Conservation Areas to preserve or enhance the special character or appearance. The officer found the window replacement to have a neutral or marginally positive impact by removing an unsympathetic garage door and matching existing window style, thus preserving the CA character.
Planning Policy Statement 1/01 - Policy CA/2 (Conservation Areas)
PPS1/01 CA/2 requires proposals in Conservation Areas to take account of special character and preserve or enhance it. The assessment focused on the front elevation changes, concluding neutral/positive impact on the property and surrounding CA.
