The officer assessed whether the proposed flats provide adequate amenity including storage, bin space, and outlook, and whether parking shortfall would harm highways.
Housing Policy 17
Permits conversion of buildings into flats in residential areas if adequate space for drying/refuse/amenity/parking, pleasant outlook from principal rooms, and on-site parking where practical. Officer confirmed all flats have pleasant clear outlook (street-facing principal rooms), adequate bin/bike storage in converted outbuilding, and parking relaxed as practical in dense urban site.
General Policy 2
Requires development to respect site/surroundings in scale/design, protect amenity/character, provide safe access/parking without harming highways/services. Satisfied via minimal external changes, sufficient amenity standards, no adverse highway impact despite parking shortfall due to location, and adequate services.
Transport Policy 7
Appendix 7 sets parking at 1 space per 1-bed apartment, 2 for 2+ beds, relaxable in town centres near transport if no unacceptable on-street parking. Standards relaxed here due to central Douglas location, bus proximity, Zone Q permits, and low-occupancy units.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.

No Objectionthe applicant may wish to consider installing a swift nest box, preferably high up under the eaves of the building; Though not a necessary addition to the building, the installation of a nest box would be a great ecological enhancement for wildlife in the area
