Strategic Policy 1
Requires optimising use of under-used land and utilising existing infrastructure. Assessed as the temporary use of under-used playing pitch during off-season leverages existing access and facilities without permanent development.
Strategic Policy 2 - Priority for new development to identified towns and villages
Limits development to towns/villages or exceptional countryside cases. Site in countryside but temporary tourism use considered against this via material considerations.
Strategic Policy 8
Permits tourist development not adversely affecting environmental or highway interests. Proposal supported as enabling enjoyment of attractions like motorcycling events.
Strategic Policy 10
Promotes integrated transport minimising car journeys and ensuring highway safety. Existing access deemed safe for additional temporary traffic.
General Policy 2
Requires development to respect site/surroundings, avoid adverse amenity/highway impacts. Temporary use found compliant in siting, scale, amenity, and road safety despite open space zoning.
General Policy 3
Restricts countryside development except for overriding national need. Tourism support during major events outweighed protection via strategies like Destination Management Plan.
Environment Policy 1
Protects countryside unless overriding national need. No adverse ecological harm found; temporary use justified by visitor economy needs.
Business Policy 1
Encourages employment growth according with Plan policies. Supports visitor economy jobs.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.

The site may accommodate up to 100 tents and up to 20 motorhomes as shown in the submitted drawings and the period of use is restricted to the week before TT practice week to the week after the Manx Grand Prix/Festival of Motorcycling, including the time in between which also includes the Southern 100 races in any year.
