Officer’s Report
THE APPLICATION SITE
1.1 The Application site is the residential curtilage of 1 Victoria Terrace, Glen Road, Laxey which is a two storey mid terraced property situated to the south western side of Glen Road between the highway and Laxey River.
THE PROPOSAL
2.1 The current planning application seeks approval to replace the wooden front door of the property due to the recent flooding within the area and the being insecure with a new uPVC composite door in a grey slate colour. The door will measure 2400mm by 920mm and will have 4 panels of which the top two longer panels will be glass.
2.2 With the proposed new door there will also be the replacement of the current top lantern with a larger top lantern measuring 0.21mm which will have a sandblasted appearance with a clear No.1 in the middle.
PLANNING HISTORY
3.1 The previous planning applications are not considered to be specifically material in the assessment of the current application.
PLANNING POLICY
4.1 The site lies within an area zoned as Predominantly Residential on the Laxey and Lonan Local Plan 2005, Laxey map. The property is also within a Conservation area. The Laxey and Lonan Local Plan 2005 has two policies which are relevant to this assessment L/RES/PR/1 and L/CRB/PR/4.
4.2 L/RES/PR/1 which states, "4.69 Residential development will generally only be approved within the study area in those areas designated as proposed and existing residential. In particular, in the case of Agneash no further dwellings will be approved although, as will be the case in areas zoned as residential, alterations and extensions to existing properties may be accepted if such proposals are sympathetic to the character and appearance of both the building to be altered and the surrounding area in general.
4.3 L/CRB/PR/4 Which states, "7.12 Where an area is designated as a conservation area, special attention must be paid during the consideration of all planning applications within the area, to the desirability of preserving or enhancing its character or appearance in accordance with the Town and Country Planning Act 1991 (12.(4)).
4.4 Given the nature of the application it is appropriate to consider General Policy 2 and Environment Policy 35.
4.5 General Policy 2 of the Isle of Man Strategic Plan 2016 General Policy 2 states "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development: b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; c) does not affect adversely the character of the surrounding landscape or townscape; g) does not affect adversely the amenity of local residents or the character of the locality;

4.6 Environment Policy 35 which states: 'Within Conservation Areas, the department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development'.
REPRESENTATIONS
5.1 Highway Services have No Highways Interest in this application (28.02.2020).
5.2 Garff Commissioners have considered the proposal and have no objection (10.03.20).
ASSESSMENT
4.1 The fundamental issues to consider in the assessment of the planning application are the potential impacts of the proposal on the character and appearance of 1 Victoria Terrace and the wider street scene.
4.2 When looking at the part of Glen Road where the application site is it can be seen that the properties are of a range of types and sizes with the houses to the north of the application site being large detached dwellings with the application site being part of a terrace. Most of the doors within this area are 4 panelled with a top lantern abide in a range of styles and sizes.
4.3 The Residential Design Guidance gives advice on replacing the front door of a property, "The front door with its surround, canopy or porch is often one of the most prominent features of a dwelling, especially for the older dwellings in Conservation Areas and Registered Buildings. The size, ornateness, style and design of a door and doorway should reflect the architecture of the building in which it sits.
4.4 The Style and material of new doors should generally match those on the existing building particularly if the property is of a traditional character and the door is an original."
4.5 Generally in properties such as the application site traditional materials are preferred to preserve the history of the property and the Conservation Area and whilst the proposed material proposed here is uPVC which is not a traditional material, in 2008 the property had planning permission to replace the existing windows with uPVC and a such the proposed uPVC door will match the already existing in style and material which creates a more cohesive appearance to the front elevation which should in turn preserve the appearance of the Conservation Area of Glen Road.
4.5 The increase in the size of the top lantern and the alteration of style will have a minimal impact on the property or the Conservation Area as a whole due to the top lanterns around this area of Glen Road being different in sizes and styles.
CONCLUSION
7.1 For the above reasons the proposal is considered to comply with General Policy 2, Environmental Policy 35 of the Isle of Man Strategic Plan 2016 and Planning Circular 1/98, as such it is therefore acceptable.
INTERESTED PERSON STATUS
8.1 By virtue of the Town and Country Planning (Development Procedure) Order 2019, the following persons are automatically interested persons: (a) the applicant (including an agent acting on their behalf); (b) any Government Department that has made written representations that the Department considers material;

(c) the Highways Division of the Department of Infrastructure; (d) Manx National Heritage where it has made written representations that the Department considers material; (e) Manx Utilities where it has made written representations that the Department considers material; (f) the local authority in whose district the land the subject of the application is situated; and (g) a local authority adjoining the authority referred to in paragraph (f) where that adjoining authority has made written representations that the Department considers material.
8.2 The decision maker must determine: o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and o whether there are other persons to those listed above who should be given Interested Person Status __
