Multiple consultees and public representations generally support the sculpture in principle but raise concerns over night-time illumination in this ASSI and dark skies area, recommending its removal or detailed assessment and mitigation.
Key concern: unnecessary lighting in ASSI, Bird Sanctuary and dark skies area with impacts on birds and bats
Manx BirdLife
Conditional No ObjectionWe do not support night-time illumination of the sculpture in what is a dark skies area. Albeit the level of lighting would be minimal for an installation this size and any deleterious impact on wildlife could feasibly be mitigated by suitable design, there is principle at stake. The area is either ‘dark skies’ or it is not.
DEFA Ecosystem Policy Officer
ObjectionThe Ecosystem Policy team do not agree with, what we see as, unnecessary lighting of this area; no lighting at all is still the preferred option; Even if planning permission were to be given, an ASSI consent will be required
Conditions requested: lighting assessment by suitably qualified ecological consultancy prior to determination; liaison with DEFA Ecosystem Policy over type, strength, duration and direction of lighting; updated plans submitted to evidence no adverse effect per Environment Policy 4; suitability survey of old smelt for roosting bats; ASSI consent required prior to erection
Malew Parish Commissioners
Conditional No ObjectionWhilst the Commissioners do not oppose the principle of a sculpture at the proposed location, they are concerned that this is development in an Area of Special Scientific Interest
Conditions requested: Environmental Impact Assessment be carried out, in particular with respect to the lighting
Department of Infrastructure (DOI) Highways Division
No ObjectionDo not oppose
Celtic League Mannin Branch
ObjectionAs such, surely the development should not be allowed in the ASSI.; the nature of Langness speaks for itself without the incursion of any manmade objects such as statues.
