Date of Response: 13/03/20 Date of Application: 31/01/20 Application Reference: 20/00056/A Location: Address: Field 324731 Ballavitchel Road Crosby Isle Of Man Description: Approval in principal for the erection of a farm workers dwelling Highways Comments An initial consultation response was provided by Highway Services on 12th March 2020 that stated an objection in relation to lack of detail for the highway access. Whilst access in this case may be a reserved matter, a situation where no suitable access could be provided would render an approval in principle to be undeliverable as the required on-site car parking could not be used. Notwithstanding the lack of detail, it is understood the dwelling would be served off an existing access. This access appears to have substandard visibility and surfacing, but could when viewing the plans and the extent of land ownership it appears that this may be possible to resolve in at least physical terms. When considering the width and alignment of the carriageway it is considered that an 85%ile design speed could be adopted whereby visibility splays of 2.4m x 25m would be required. The visibility splay is measured from a point 2.4m back from the edge of carriageway on the centre line of the access to a point 25m on the nearside edge of the carriageway. No obstructions greater than 0.9m above the carriageway level should be present in the visibility splays. The visibility splay to the north would extend outside the ‘red line’ boundary into the land edged blue. Therefore the current approval in principle application cannot be implemented without additional land. Any future detailed full application would need to include the visibility splays within the ‘red line’ boundary. The applicant may wish to consider moving the access to the south whereby both visibility splays to the north and south could be contained within the ‘red line’ boundary. The surfacing of the access would need to be bound and stable material over the full width of the access over a distance of at least 5.0m back from the highway boundary. Suggested planning conditions The suggested conditions could be applied to this approval in principle application or a future detailed full application.
