Redacted has been keeping me abreast of the progress of his planning application, as he is intending to buy unit C2 off us, subject to planning being granted.
I'm writing to provide, what we feel to be, relevant additional information to his application.
With regards to the advice that you provided, Lee last November, as part of this preapplication enquiry, please see below. I feel that the progress of the Area Plan for the East is a relevant consideration.
The draft Area Plan for the East recommended the land surrounding Eden Business Park, be zoned for Employment use. This was supported by the independent planning Inspector and very recently the Cabinet Office have issued a Modified Plan which maintains this proposed zoning of the land. Whilst the Area Plan is unlikely to be approved by Tynwald until the summer, the fact that the proposed zoning has progressed without challenge, should mean that planning weight should be given to this, in the determination of Redacted application.
With the zoning of the land around Eden Business Park, additional employment units will be coming on stream in the near future, and this will mean that the pressure to leave unit C2 empty, should become non critical.

Thank you for your email. I am the Duty Planning Officer responding on behalf of the South Planning Inbox.
Any change of use would require the submission of a full planning application, the forms and guidance for which can be found on our website here. The change of use is on the standard planning application form under section 3.b.
Just as little further background information, these units at Eden Park were originally approved for 'Light Industrial and Research and Development' use only and approved on the basis of the applicant's / landowner's argument that there was an essential national need for new, high quality units, for these purposes, in this location, and at that time. Unfortunately, this essential need does not seem to have materialised as anyone expected or hoped, and the result is that some of the units remain empty, others under-used (or at least this was the case when I was last there a few months ago), and some others occupied by businesses that are neither light industrial nor research & development. The more planning applications the Department approves here for new sui generis uses, the more important it becomes to protect the remaining units from loss to non-light industrial / research & development uses. We have to be mindful of the need to respond to all business needs and, should in the fullness of time the units become full but some are not in light industrial or research & development uses, then the Department will find itself in the position where it is under pressure to release other land for such uses if no premises are available.
That aside, there is no land specifically designated for your unique proposed use, and as such consideration needs to be given as to where this would be best suited/situated without compromising or adversely impacting any existing or adjoining uses, and that it is or can be provided with sufficient amenity and infrastructure (such as suitable and sufficient parking).
Generally, uses that provide a service primarily to visiting members of the public should be directed to town centre locations where there is existing infrastructure to support them. As part of any change of use application for Eden Park, it would be for you to demonstrate why you think an exception to the approved uses should be made in this case and perhaps reasons as to why a town centre location is not appropriate.
As part of any application you should also look to include information on the proposed hours of operation, and as this location is outside of the town centre, it would also be for you to demonstrate that sufficient parking is available for the proposed use (space for staff and visitors).
Any application here for a change of use would be considered by the Planning Committee. There has been previous change of use applications approved at Eden Park, some of which only on a temporary basis so as to safeguard the permanent loss of the light industrial use of the units. You might find it useful to have a read through the Officer Reports and the Planning Committee minutes online for these applications - 16/01297/C 14/00871/C.
Of course the only way to truly test a proposal would be through the planning application process itself by submitting a full application.

Message: Good afternoon, I am just enquiring about what I would need to apply for a provisional change of use on a building. I am looking to purchase Unit C2 within the Eden Park site with a view of opening a Rehabilitation centre using hydrotherapy for small animals (dogs mainly) along with a grooming area. I am told the building is classed for light industrial use and that I would have to apply for a change of use to suit the service I am looking to provide. I have had a look but not entirely sure which forms I would need to submit to start the process or if there would be another way of finding out if I can use it to match my services provisionally so I can start the process of purchasing the unit itself.
