Dear Planning,
The Commissioners wish to submit their views on the following planning application:
19/01449/C Mountain View Innovation Centre, Change of Use to included use classes 2, 3, 4, 5 (excluding light industrial) and 6. Approved Unanimous
Although the Commissioners have given their approval, they do not agree with allowing use class 6 (Storage or Distribution). If this class were to be allowed it would potentially bring more traffic, possibly larger vehicles to the site. Perhaps the applicant should submit more information to expand on this class of use.
We understand that the Film Studio element use and children's day nursery use of the buildings will still continue alongside the other classes that are being applied for.
We have noted that in the supporting information submitted by the applicant that they wish to extend the opening hours to facilitate events to run with their alcohol and music license which is until midnight.
We would like to point out that as stated in the original application for this site under 14/01257/B - Zip Address Limited Lough House Approach Road Ramsey - Additional use of Film and Animation Studio and ancillary facilities as commercial offices for Technology Companies, and as Civic and Community Halls, Exhibition Halls, Conferences and Training Centres and upgrade of existing private road - Island Film Studios Jurby Road Lezayre, condition 5 states.
No visitors/customers shall remain in the existing Film Workshop Building or the Film Studio building (including the canteen building) outside the following hours 0900hrs till 2230hrs. These times do not apply if the existing buildings are being used for the.

purposes of the making and/or production of films. Reason: In the interests of the residential amenity of the area.
Does this require the applicant to apply for a variation of condition 5 to extend the time that visitors can remain on the site?
Another question comes to mind. Should the courts have issued a license to midnight if it was outside the permitted times?
