The proposal accords with General Policy 2(n) by reducing non-renewable energy consumption and aligns with the Strategic Plan's support for renewable energy installations.
General Policy 2
Requires development to respect site/surroundings in siting/layout/scale, not adversely affect landscape/townscape character or resident amenity, and reduce energy consumption. Officer assessed the ASHP's modest scale, rear siting invisible publicly, noise mitigation via distance/walls, and renewable energy benefits as compliant with criteria (b), (c), (g), and (n).
Environment Policy 4
Judges alternative energy sources against environmental objectives. Officer noted general Strategic Plan support for renewables like ASHPs, weighing benefits against low environmental impacts here (visual/noise), unlike more impactful options like wind turbines.
Environment Policy 35
Requires development in Conservation Areas to preserve/enhance character/appearance. Site in proposed CA; officer found unit in rear garden not visible publicly, with existing modern extension showing rear spaces not critical to CA value focused on older properties/street pattern.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Specific heat pump model and location
One air source heat pump shall be fitted in accordance with the following approved plans and brochure all date stamped 18 December 2019; Site Plan; Marked up photograph; and Mitsubishi Ecodan brochure, unit model PUHZ-W112VAA(bs). The air source heat pump shall be retained in place and maintained in working order thereafter. Reason: In the interest of residential amenities.
